The sechstgroesste city of the Free State of Saxony is located in Upper Lusatia on the Lusatian Neisse, which since 1945 forms the border with Poland here. The east of the Neisse location and much smaller part of the city was separated by the boundary in the years after the Second World War and has since formed the independent Polish town of Zgorzelec. Since in the region Upper-Silesia no city alone fits their needs at a regional center, Goerlitz, Bautzen and Hoyerswerda were merged by the Saxon regional planning to a top central Staedteverbund who will perform the functions of a regional center in Funktionsergaenzung.
